Utilities Access Program

Program is to assist low-income to very-low-income home owners access to water by waiving the Harnett Regional Water tap fee. 

Not a water or electrical payment assistance program. Please refer to the Department of Social Services' webpage for information regarding utility payment assistance. 

Eligibility will be determined and supported by the following conditions. 

Recipients must prove they own and occupy the property in Harnett County. 

Household income must be at or below the low-income threshold for the number of persons living in the home as indicated in the income table below:

*Income limits are subject to change based on annually published HUD HOME limits.

 

Applicants will be responsible for the monthly water bills and any leaks that occur past the union nut at the meter and their service line.

This program is a one-time assistance provided eligible applicants meeting the criteria set forth in the Utilities Access Policy

Homeowners can apply by completing the Utilities Access Application and submitting the required documents which are:

  • Proof of ownership (Deed of Trust)
  • Copy of License or valid ID
  • Proof of Income  (examples of proof: Social Security Administration Yearly Letter, 2 Paystubs (monthly or weekly), previous years W2, and/or  bank statement.
